  • How We Know the Morons in Washington Hate Us: The MedicareRx Plan

    Utterly confused by the MedicareRx Plan?

    Who isn’t?

    As a public service to Idaho potential participants, our public television station broadcast a program to clear everything up. The host was as confused as I am, but she intended to get everything right in our minds. Two state officials were her experts. One knew how much the new plan was going to cost the State of Idaho. The other knew how the plan worked and how it didn’t work. We were invited to call in with our questions.

    Well, the call-in part was premature. There should have been a more complete explanation of what is going on. But some boldly called in expecting a comprehensive answer. As each caller was left confused as much as I was thankfully the power was lost at the stations control center and the screen went blank! I didn’t get too much in that first 15 minutes. I was glad we didn’t delve deeper.

    The last couple of days the station manager has been apologizing for the disruption. He said to go to our computers and look for the new schedule for the program explaining the MedicareRx plan. I know that will be the end of it for those who don’t have a computer. Lucky them?

    I anxiously waited for materials from AARP. They promised to get the information out on their MedicareRx plan. I wondered if it would be one of the 46 plans or so that are acceptable in Idaho. Gee, I hoped so!

    The first thing I learned from AARP in their 4-page introductory letter was that their plan was only $30.18** each and every month. The ** led me to two long paragraphs of legal jumble. I never read legal jumble. It might get me in trouble. Calculating the annual cost for me and my wife I found that it would ONLY COST US $724.32 EACH YEAR!

    That caused me not to read the rest of the 4-page introductory letter.

    I next looked at the Enrollment Form. This is a 4-page document mostly composed of legal jumble. There was a list of agreements buried in long paragraphs that we would have to agree to.

    Bypassing the return envelope and going right at the 7-page Introduction to the Summary of Benefits for AARP MedicareRx Plan I found a list of benefits. I found there were 28 paragraphs on what the benefits are if we paid $724.32 EACH YEAR!

    Not being an expert, I figured we could save about $30.18 a month by staying out of the plan and I wouldn’t have to prove my great great-grandfather was Ute Chief Walker.

    Carefully storing the aforementioned documents in my waste basket I went right to the 36-page booklet Introducing the AARP Medicare Plan.

    Skipping the jumble, I found on page 7 a table that looked almost like the one I saw on television before the channel bombed out.

    It seems that if you have cost up to $2,250.00, that a co-pay (listed elsewhere or somewhere) will cover your drug cost.

    From $2,250 to $3,600.00 you get nothing.

    For over $3,600.00 it is a co-pay or 5% whichever is greatest.

    On page 8, I learned that some could actually save money by buying the insurance.

    At this point you must gather up all of your drug cost for the year, and calculate if you would have a savings. I say, “Good luck” to that 85-year-old man that called in from Pocatello!

    The last 20-page booklet is called Formulary. I was majoring in pharmacy at one time so they were not able to fool me here. It is a list of drugs. The drugs are in tiers. A table gives you the number of your drug tier-wise and a key code that tells you if it is covered and how. For example, “PA” means Prior Authorization.

    Only certain pharmacies are allowed in the AARP plan. I suppose they are listed somewhere in all of that documentation. Gee, I hope we have one in Idaho!

    Let me ask you this: Why did the nitwits in Washington come up with this plan? Why get a zillion different insurance companies involved? Why not just make it part of Medicare part B with the instruction: It could list the most expensive prescription and generic drugs that are covered, the lower limit in dollars that must have been spent before payment is made, and the upper limit in dollars beyond which it would not pay. The payment should be 80-90 percent. The cost would be partly raised by a slight increase in Medicare part B premiums.

    The first half of the television show indicated that state and insurance folks would be going aroung the state to make sure all of the seniors would be signed up before the deadline as to not require a penalty for when they did sign up. That was a clever trick to scare the hell out of everybody. Join or get fined?

    Anyway, I hope those presentations do more for us than the television show!

    Cypriot Delights

    Cyprus is an island with strong greek traditions, but to most of us simply know it as a great hotspot, which has made it a very popular destination with tourists, with over 2.4 million visiting the republic. Cyprus basks is more than 330 clorious days of sun each year, which has given it the name The Island of the Sun. With plenty of travel agents providing Cyprus holidays and budget airlines including Monarch offering routes to Paphos and Larnaca, getting there is cheaper than ever.

    Cyprus attracts tourists from all over the world, but the majority come from Europe. Affluent eastern Europeans and Russians have also joined the crowd in recent years. One of the main reasons why there is such a heavy presence of Brits in Cyprus is because of the positioning of the British Armed forces in the southern Greek part of the island. The UK retains a military base in order to have a gateway for forces to the Middle East. The impact of this on the surrounding area is that Cypriots have grown used to, and in turn, now cater for the Brits. From English being spoken everywhere you go, to driving on the left side of the road. No doubt the similarity to the UK makes us Brits feel more at home, but in a more favourable climate.

    Much of olden Cyprus is giving away to culture that is more eclectic and less traditional. However, this side of Cyprus, that continues to attract millions of tourists year after year, is only one aspect of the island and is concentrated around the tourist hotspots of Paphos, Larnaca and Ayia Napa. Fortunately as you venture off the beaten track, your are soon reminded of the character that has made this island a popular destination for millennia.

    A trip well worth taking is into Cyprus largest mountain range, the Troodos Mountains. In the heart of the mountains you will find the Kykkos monastery, a UNESCO world heritage site since 1998. Housing art and exhibits on ancient Greece, the monastery has the twin function of being a museum for visitors and a practising monastery lived in by worshiping monks. Kykkos even has its own winery where the monks bottle and sell their wine. A daytrip to the Troodos Mountains can be a welcome change from the beach and with overnight accommodation available in many of the authentic villages dotted about; you might want to spend a few days here sampling another side of Cyprus.

    Doorstops and Paperweights

    Ted Stevens (R-Alaska), chairman of the Senate Commerce Committee, has come up with what he believes is a brilliant idea. He thinks the FCC should have to the power to hold cable and satellite channels to the same decency standards as over-the-air broadcasters. Rep. Joe Barton (R-Texas), Stevens’ counterpart in the House, agrees. Each plans to propose bills to that end in his respective house of the U.S. Congress. Many of their colleagues, eager to always be viewed as tough on indecency, are ready to sign on to their proposed legislation. Never mind the fact that the courts have struck down similar legislation in the past. Stevens, doesn’t see this as a problem. If he got his wish, Congress would just pass it and then, according to Stevens, “take [the cable and satellite industry] on and let the courts decide.”

    At the core of Senator Stevens’ rationale is the fact that cable and satellite have become almost as ubiquitous as broadcast TV. Over 80% of all U.S. homes now subscribe to cable or satellite TV. In those homes, Stevens and his cohorts would argue, viewers make little or no distinction between subscription channels and broadcast channels, which are right along side each other on the cable or satellite box. Therefore, he feels that they should all be held to the same standard of decency. On the surface, that sounds like a sensible argument. However, there are three major problems with his proposed legislation.

    First, unlike broadcast television, people choose to bring cable and satellite TV channels into their homes. This choice is a private contract between the company and the subscriber, delivered over that company’s equipment. No one is forced to subscribe to cable or satellite TV. In fact, subscribers pay an ever-increasing subscription price for such a privilege.

    Most people, except those who live in mountainous and/or rural areas, can receive broadcast channels over the air with a strong antenna. Even those who live in areas where over-the-air channels cannot be accessed with an antenna can subscribe to a very basic package that includes only their local channels and basic cable channels like The Weather Channel, some home-shopping channels, and one or two religious channels. Decency would never be an issue with any of the aforementioned cable channels, so where is their argument?

    The argument against regulating premium channels like HBO, which Stevens wants to include in his legislation, should be a no-brainer. These channels do not come with any basic package and are selected and paid for individually by their subscribers.

    But what about the basic channels that come along as part of a “classic cable” and/or “extended tier” package? So far, cable and satellite companies have refused to offer them on an a-la-carte basis and the FCC has ruled in their favor on this matter. Therefore, people are paying for channels like MTV, for example, that many find objectionable. Shouldn’t these channels have to abide by broadcast decency standards? No, because people choose to bring these packages of channels into their homes. Now, granted, many of them subscribe to these packages solely because they want access to channels like ESPN, CNN, and Fox News, which are generally not included with the most basic tiers. They couldn’t care less about any of the other channels in the package.

    In a perfect world, subscribers could select these channels individually without having to pay for a lot of channels they don’t want. However, the world is not perfect and life is not fair. To soften the blow, cable and satellite operators have provided a way for parents to block their children’s access to channels they deem inappropriate. Regulating indecency on these channels wouldn’t accomplish anything that the parental lockouts couldn’t.

    Second, imposing decency on cable and satellite channels would cripple, or possibly kill, an entire industry. In addition, burgeoning IPTV technologies, which would likely be strapped with the same regulations, would be stymied. Think of the damage it would do to the economy. Thousands would be laid off or not hired.

    Many people subscribe to cable or satellite TV because they want access to something that is more edgy and is free to go a little further than broadcast TV. That’s the main reason that broadcasters are pushing so hard for decency standards to be extended to cable and satellite. Although they’ve been trying to compete by pushing the envelope with our own programming since the advent of cable and satellite, they know they are at a disadvantage with the good portion of the public that desire programming with more artistic freedom. If cable and satellite TV were suddenly held to the same decency standards as broadcasters, a huge number of their subscribers would pull the plug. Scores of cable and satellite set-top boxes would be reduced to doorstops and paperweights almost overnight.

    Third, and probably most important, the regulating of cable and satellite TV would represent a slippery slope toward other, even more serious kinds of censorship. History has taught us that, without strong restraints, governments will stop at nothing to restrict the free speech and expression of their citizens. These restrictions are often based on rather whimsical criteria.

    If government entities can get away with censoring material delivered as part of a private contract by means of privately owned equipment, then what’s to stop them from censoring books, videos, newspapers, magazines, and even the internet? The First Amendment, you might say? Well, no, if the First Amendment could be interpreted in such as way as to allow the censorship of cable and satellite TV, our last line of defense would be broken down. Nothing could stop the government, as the flood gates would be opened to just about any kind of censorship they wanted.

    Therefore, with the First Amendment having been breeched, we would have a constitutional crisis of monumental proportions. The one that people talked about in reference to Watergate would seem like child’s play by comparison. Video stores, bookstores, and libraries could be busted for carrying indecent material, even if it couldn’t legally be ruled obscene. Websites could be shut down by the thousands for being deemed a bit too risqué. If a government official didn’t like something you wrote in a newspaper, magazine, or book, you could get slapped with a hefty fine or thrown in jail. Now you might think I’m exaggerating a little and that none of this stuff could ever happen in the United States, but would you be willing to take that chance?

    Now, with all of that being said, I seriously doubt that this proposed regulation of the cable and satellite TV will become a reality any time soon. It would be better if the legislation would just pass and the courts would strike it down and thus reaffirm the First Amendment. However, that’s not the way I think it will play out. I believe there won’t be enough votes because of constitutional concerns on the part of the majority of legislators, so Stevens, Barton, and company will have to back off for now.

    What I suspect, though, is that the decency hawks in Congress will try to use the mere talk of regulation to intimidate cable and satellite operators into practicing more “restraint”, as Sen. John McCain (R-Arizona), a likely presidential candidate in 2008, calls it. However, that’s a just a euphemism for “censor yourselves or we still might get back to trying to censor you later.” Of course, cowering self-censorship is the most insidious form of censorship there is.

    Wallpapering for Home Improvement

    Lumpy areas may need sanding. If you notice, lumps in your wall sand down the area with sandpaper before applying new wallpaper. You will also need to free of the walls of any dust, clean the walls, allow it to dry and then wallpaper the room.

    Once you finish the project you might want to look about the room and decide on curtains or other enhancing objects to bring out the new look. If you hang up colorful wallpaper then try to find matching curtains to enhance the appeal.

    Flower vases and flowers can also bring out the texture of the room once the wallpaper project is finished.

    Furthermore, if you wallpaper the room with an antique appeal, then search for furnisher in your home that matches the area. The more you apply coordination the more appealing the area will become.

    Wallpaper only costs around a hundred give or take, but the purchase will increase the equity of the home immensely. Thus, home improvement is making the equity of your home increase, at the same time enhancing the home for improvement.

    Home improvement can extend further than wallpapering. Thus, if you have leaky faucets or cruddy showers you may want to consider kits to install the new materials on your own rather than paying high-dollar construction workers.

    Most kits have systematic instructions, which are easy to follow. Learn to follow instructions and read the instructions carefully before repairing or remodeling your home.

    Following instructions will help you to prevent problems while improving the value of your home, or repairing old non-working materials. The few pennies you spend now to improve the value of the home, will save you time and money over the long term.

    Improving the home makes room for making money while spending a few dollars over the course of the home’s living arrangement. When you improve your home, later when you decide to sell your home your hard work and little cash spent will payoff.

    Healthy Soils Equal Bountiful Harvest!

    Spring will be upon us before you know it, and it’s about time to give some serious thought to the quality and content your garden’s soilthat literal foundation for all things happening in the garden. Soils are at the heart and soul of successful gardening. Yet soils are almost universally the single most neglected “key” to gardening success!

    Who in his right mind would even think of building a home without first providing a strong and reliable foundation for it to rest upon? Just as the man in the New Testament who built his house upon a bed of unstable sand soon lost it to wind and rain, the gardener who builds a home for plants without a good foundationneglecting to thoroughly prepare the soil and become aware of its nutritional content and capacityis destined to witness the rapid decline and demise of his or her hard work!

    To be honest, if not downright blunt, if you don’t do a real bang-up job of preparing the soil (the “foundation”) before you plant, you’d probably be better off seeding it in wildflowers or green-tinted asphalt. That’s how important soil preparation really is. Remember: it is a vital, yet widely neglected, key to successful gardening.

    How do you achieve the almost perfect, deep, rich, dark and loose soil? It takes a full-size spade, plenty of elbow grease, usually a considerable amount of organic matter, and an almost infinite amount of persistence and patience.

    Some prefer to prepare their garden plot with a small rototiller, but little tillers simply cannot get the job done right. Most tillers are made to scratch the surface down to about fourmaybe fiveinches deep. A home garden sized machine that’ll cut six inches is a rarity. Tillers do have their purpose but it usually comes later, after the real work is done.

    Most shovels cut eleven or twelve inches deep…and that’s what you should do: drive that shovel straight down right to the hilt and turn the soil completely upside-down. Pick out any weeds, stones, roots or anything else that doesn’t belong. A good sharp edge on your shovel helps cut through tree feeder-roots. Break soil lumps into small particles. Watch for destructive soil insectswireworms, grubs and cutworms, for exampleand send any you find into eternal oblivion.

    A few gardening authorities suggest what’s called “double-digging” which involves digging another ten or twelve inches below that, into the subsoil. While it may work in the Great Plains states, that kind of soil-depth luxury isn’t seen very often in the shallow, stony topsoils of Northern New England. Do the best you can.

    Continue turning the soil over until the whole plot is upside-down, cleaned up, and broken into little pieces. Now comes the fun part: add a healthy layer (two to four inches) of rich, dark compost or well-rotted animal waste. If your soil is clay and tends to be dense, “sticky” and easily compacted, an additional inch or two of coarse organic material like shredded leaves or straw will help loosen it up. It’s not a good idea to add sand to clay soil…you may end up with something like concrete. Peatmoss will help to loosen clay soil, but may strain your early spring budget. (A common misconception, widely encouraged by the peatmoss marketing industry, pronounces that this very old organic material adds health and vitality to just about any soil. Not so: peatmoss, as it comes out of the bag, is as close to nutritionally and biologically dead as it can possibly be. The solution: either mask the faint odor with something stronger, like a “tea” made from “blenderized” garlic, or prepare your soil a few weeks before you plant so they can dig (cultivate!) to their hearts’ content without doing any real damage.
